I think Millicent would definitely be affectionate with her cat. I have known some seemingly unpleasant people in my life and it's always surprised me (although, in retrospect, it really shouldn't have) to see how caring they are with their animals.
I can appreaciate that Draco didn't sit so well with you. From where I was sitting, I thought that there might be one or two people that Draco would be more willing to let his guard down a bit for, and only after careful observation. We only see him in canon from Harry's POV, and I felt that I could do this and that it would be plausible with little bits here and there from the books that resonated with me.
I've never heard of Burgess, but I'll definitely have to look that up!
